Penn State Health introduces shared leadership model for Life Lion Emergency Services

Penn State Health has appointed Dr. Chadd E. Nesbit and Keith McMinn, two seasoned leaders with decades of combined experience in emergency medicine and operations, to guide Life Lion Emergency Services under a new shared leadership model.
In their roles, Nesbit and McMinn will work together to strengthen clinical excellence, enhance operational efficiency and ensure the highest standards of emergency care across the health system.
Nesbit now serves as lead EMS physician and division chief. He rejoined Penn State Health on Dec. 28, following six years as system EMS medical director for Allegheny Health Network (AHN) in Pittsburgh. His career in emergency medical services began in 1991 as a volunteer EMT, and he is board certified in emergency medicine and EMS medicine. An associate professor of emergency medicine at Penn State College of Medicine, Nesbit has authored numerous peer-reviewed publications on prehospital care. At AHN, he oversaw seven EMS physicians providing medical direction to more than 100 EMS agencies across Western Pennsylvania. In his new role, Nesbit provides clinical oversight of Penn State Health EMS education programs and is implementing a next-generation clinical quality assurance system for Life Lion.
“Dr. Nesbit’s depth of experience in EMS medicine and his commitment to advancing prehospital care will be instrumental in shaping the future of Life Lion,” said Dr. Susan B. Promes, chair of emergency medicine at Penn State Health Milton S. Hershey Medical Center. “His leadership will help ensure we maintain the highest standards in patient safety and clinical outcomes.”
McMinn serves as senior director of Life Lion Emergency Services, a role he assumed in August after years of driving growth and operational excellence within the department. Under his leadership, Life Lion expanded emergency medical services, critical care transport and community paramedicine across central Pennsylvania. McMinn’s distinguished background spans law enforcement, emergency medical services and aviation in both Maryland and Pennsylvania. He serves on the Board of Directors for the Pennsylvania Emergency Health Services Council and as vice president of the Lancaster County Emergency Medical Services Council. In 2024, he was appointed co-chair of the Clinical Standards Subcommittee for the Air Ambulance Quality and Patient Safety Federal Advisory Committee.
“Keith’s operational expertise and strategic vision have been key to Life Lion’s evolution into a fully integrated department,” Promes said. “His ability to build systems and foster collaboration will complement Dr. Nesbit’s clinical leadership.”
Together, Nesbit and McMinn will oversee initiatives aimed at improving emergency response, advancing education and training, and leveraging innovation to deliver world-class care. Their leadership will be pivotal in ensuring Life Lion remains a trusted resource for communities across Pennsylvania.
