Naomi Shreiner named Penn State Health’s first vice president, Primary Care Service Line

Penn State Health has named Naomi Shreiner vice president, Primary Care Service Line, a newly established leadership role designed to strengthen and coordinate primary care across the health system.

Shreiner will lead strategy, operations and performance for adult primary care, working in close partnership with physician leadership to expand access, enhance care delivery and improve outcomes across Penn State Health’s primary care network.

“As the foundational cornerstone of our health system, primary care plays a critical role in providing access and care coordination for our patients,” said Kyle Snyder, chief operating officer, Penn State Health. “Naomi’s deep experience, operational expertise and strong relationships across our organization make her exceptionally well suited to lead this important work and help shape the future of primary care at Penn State Health.”

Shreiner will focus on advancing service line growth, supporting population health strategies and implementing innovative models of care, including team-based care and value-based approaches. She will also work across the system to strengthen alignment, improve consistency in care delivery and support high-quality patient experiences in every region.

She will oversee operational and financial performance for the primary care service line, including access, productivity, workforce development and care standardization, while ensuring alignment with systemwide goals for quality, safety and patient experience.

Shreiner has spent 18 years with Penn State Health in a variety of leadership roles. Most recently, as senior outpatient director, adult primary care, she led ambulatory operations across more than 40 practice sites and supported a large, multidisciplinary team of providers and staff. Her experience includes leading large-scale operational initiatives, managing complex budgets and driving performance improvements across a high-volume care network.

She holds a master’s degree in strategic leadership and a bachelor’s degree in healthcare administration from Elizabethtown College.
